David Hotchkiss, PhD

David Hotchkiss is a health economist and demographer whose research focuses on the evaluation of health systems strengthening strategies in low- and middle-income countries, including health care financing mechanisms, health workforce strategies, and the use of routine health information systems (RHIS) data to assess program impact. This work currently centers on long-running evaluations in the Democratic Republic of the Congo and Ethiopia. He has also led studies on socioeconomic inequities in health outcomes and health care utilization, demand for health care, and child marriage and reproductive health. Hotchkiss has directed and contributed to sponsored research funded by USAID, the World Bank, UNICEF, the Bill & Melinda Gates Foundation, and other agencies, and has consulted for the World Bank, the Asian Development Bank, USAID, UNICEF, and the United Nations Population Fund. He serves as an Independent Evaluation Expert on Gavi, the Vaccine Alliance's Evaluation Advisory Committee and as a Senior Editorial Board Member for BMC Health Services Research. He teaches International Health Policy and Health Economics for Low- and Middle-Income Countries.
