Biography

Aaron Miller, PhD, MPH is currently the Deputy County Manager for Arlington, VA, with oversight responsibility for Public Safety (Public Safety Communications & Emergency Management, Police Department, and Fire Department) and the Department of Technology Services (DTS). In this role, he provides leadership, coordination, and direct oversight for public safety, information technology, and innovation, comprising a total of 1,032 FTEs and $170+ million in annual general fund expenditures, and further serves as a senior member of County leadership team. Dr. Miller previously served as the Director of the Department of Public Safety Communications and Emergency Management for Arlington.


In conjunction with his current role, Dr. Miller has also been appointed to the Department of Homeland Security’s State, Local, Territorial, Tribal Government Coordinating Council (SLTTGCC), a national cross-sector council identified in the current version of the National Infrastructure Protection Plan. Dr. Miller lends his experience and expertise to the council to bring SLTT governments’ perspective into the national critical infrastructure planning process.


Prior to relocating to Virginia, Dr. Miller served as the Director of Homeland Security and Emergency Preparedness for the City of New Orleans, Louisiana. In that role, he was responsible for administration and oversight of the city’s homeland security enterprise. This included development of preparedness policy, plans and initiatives, and leading the city’s public safety unified command group through high-profile special events, critical incidents, and major disasters. During his tenure in New Orleans, Dr. Miller oversaw the establishment of New Orleans’ first Real-Time Crime Center, development of a comprehensive public safety plan to secure the iconic French Quarter, and an expansion of the NOLA Ready community preparedness program.


Dr. Miller’s previous experience includes emergency medical services, collegiate emergency management leadership, and serving on several incident management teams. He holds a PhD, a Master of Public Health, and a bachelor’s degree from Tulane University.
