Biography

Kevin F. Jura is an interdisciplinary public health scholar and educator whose work examines emergency medical services (EMS) systems, public health emergency preparedness, and disaster governance. He brings extensive applied experience across local, state, federal, and international contexts, which informs a research and teaching agenda centered on governance, equity, and system performance in complex emergency and health systems.

He is currently a Doctor of Public Health (DrPH) student at Tulane University, with a concentration in Leadership, Advocacy, and Equity. His doctoral work focuses on the intersection of public health, public safety—particularly emergency medical services—and emergency and disaster preparedness systems, with attention to governance structures, operational equity, and systems integration. He is concurrently completing a Master of Professional Studies in Homeland Security at Tulane University and previously earned a Master of Professional Studies in Emergency Management, along with graduate certificates in Advanced Emergency Management and Security Management.

Mr. Jura holds a Master of Liberal Arts in International Relations from Harvard University, with a concentration in International Security and Nuclear Deterrence, and graduate certificates in International Security and Nuclear Deterrence. He also earned a Public Leadership Credential from the Harvard Kennedy School of Government. In addition, he holds a Master in International Affairs from the Graduate Institute of International and Development Studies (IHEID) in Geneva, Switzerland, with a concentration in Global Health and Global Security. He earned his Bachelor of Liberal Arts in Government, cum laude, from Harvard University.

His research agenda centers on EMS system reform, public health emergency preparedness, medical countermeasures policy, responder mental health, and health system disparities. He is currently engaged as a principal or co-investigator on applied research initiatives in collaboration with LSU Health Sciences Center–Shreveport, the Louisiana Department of Health, the National Association of EMS Physicians® (NAEMSP®), and federal partners. His work emphasizes translational and policy-relevant scholarship to inform protocol reform, governance modernization, and equitable system design. He disseminates his research through peer-reviewed publications, conference presentations, invited lectures, and scholarly poster sessions.

In teaching, Mr. Jura brings a systems-based, practice-informed approach grounded in inclusive pedagogy and applied learning. He currently serves as an Adjunct Faculty member in Disaster and Emergency Management at Columbia College (South Carolina), where he is the Instructor of Record for undergraduate coursework, and as a Teaching Assistant at Tulane University, supporting undergraduate and graduate public health instruction. His teaching interests include public health emergency preparedness, disaster policy and law, EMS systems, health equity, and crisis leadership. Across modalities, he emphasizes experiential learning, case-based analysis, and the integration of empirical research with real-world policy and operational challenges.

Alongside his academic work, Mr. Jura has contributed to public service and policy through advisory and governance roles within state and national emergency management and public health systems. He currently serves on the Louisiana State EMS Task Force, where he was unanimously elected Vice Chair, contributing to statewide EMS governance and system modernization efforts. He also holds elected and appointed leadership roles within NAEMSP at both the national and state levels, supporting research-informed policy development, federal legislation, and professional standards.

Mr. Jura is a Certified Emergency Manager® (CEM®), an elected Fellow of the Royal Society for Public Health (FRSPH), an elected Lifetime Fellow of the Royal Society of Arts (FRSA), and a peer reviewer for multiple medical and public health journals. His scholarly and teaching work reflects a commitment to interdisciplinary inquiry, equity-centered systems research, and the integration of applied experience into academic practice.
