A Unique Program of Educational Exchange
The Hubert H. Humphrey Fellowship Program brings accomplished professionals from designated countries of Africa, Asia, Latin America, the Caribbean, the Middle East and Eurasia to the United States at mid-points in their careers for a year of study and related practical professional experience. Fellows are nominated by the United States Embassies or bi-national educational commissions based on their potential for national leadership. By providing these future leaders with a shared experience of US society and culture, and current US approaches to the fields in which they work, the program provides a basis for lasting ties between citizens of the United States and their professional counterparts in other countries. Thus, the Humphrey Program fosters an exchange of knowledge and mutual understanding, through which the United States joins in a significant partnership with developing countries. Fellowships are granted competitively to professional candidates with a commitment to public service in both the public and private sectors.
The Humphrey Fellows undertake programs that combine academic and professional development activities directly related to their professional needs and fields of interest. They are placed in clusters at selected US universities, which offer a broad base of related courses and activities. At each university participating in the program, Fellows plan and undertake, with the guidance of university advisors and/or mentors, individually tailored programs that include a combination of graduate-level courses and work-related experiences. A typical program may involve guided independent projects, special seminars, field trips, attendance at professional meetings, consultations, and professional affiliations with government agencies or private organizations/corporations. The programs do not result in the granting of a degree; emphasis is on obtaining practical knowledge useful in the Fellows' home countries.
A History of the HHH Program at Tulane
The Humphrey Fellowship Program was inaugurated at Tulane University School of Public Health and Tropical Medicine in 1979. Since that time, 305 mid-career professionals from 90 countries have participated in the Program taking training in many areas of public health, including health systems management, hospital administration, maternal and child health, tropical medicine, nutrition, environmental health, and epidemiology. In continuing a tradition of administering mid-career professional programs sponsored by the US government, Tulane University is responding to the needs of the developing world. In addition to individual coursework, research, and co-curricular activities, a series of seminars on topics of mutual interest to the participants is held in which Humphrey Fellows have the opportunity to share new perspectives with US colleagues and specialists in their disciplines.
