Rebuilding the Health System

In the wake of Hurricane Katrina, the Prevention Research Center at Tulane University worked with other health experts to develop a framework to guide the rebuilding of the health infrastructure in the area.  The framework was developed by over 100 persons in private and nonprofit groups and federal, state, and local agencies.  It identified key components to health, including:

  • Healthy neighborhood design and health promotion
  • Environmental health
  • Health effects monitoring and research
  • Primary medical care
  • Hospital and specialty care
  • Health information technology
  • Health workforce

Individual work groups within the planning group established guiding principals, performance standards, critical action steps, and required resources for each of these key components.  The resulting framework has been used by organizations and individuals in developing more detailed plans as New Orleans rebuilds the health infrastructure, such as the Bring New Orleans Back Commission's Report on Health and Social Services and the Louisiana Healthcare Redesign Collaborative.
